Opelika City Council to hold hearing on proposed budget

The Opelika City Council will hold a public hearing on a $252,000 federal grant proposed budget and could vote on the next step in the delayed Frederick Road project during today’s work session and meeting.

A public hearing on fiscal year 2009 budget for the Community Development Block Grant will be held during the city council’s regular meeting.

The proposed CDBG budget divisions and projects, according to a document provided by the city, includes:

- $91,600 in housing services — $62,100 emergency home repair, $25,000 NeighborWorks, $4,500 community assistance grant;

- $65,000 in infrastructure improvements — $50,000 sidewalk reconstruction, $15,000 storm water improvements;

- $35,000 in public services — $21,000 The Community Market of Food Bank of East Alabama; $8,000 utility assistance; $3,000 domestic violence intervention, $3,000 Child Advocacy Center;

- $10,000 toward Opelika Main Street;

- $50,391 toward program administration.

The CDBG federal program is geared toward benefitting low- and moderate-income populations in qualified urban communities. The grants must be used for projects and activities that promote economic development or improve community housing, facilities and services.

During the work session, the city council is expected to review and discuss a resolution to amend the purchase order with Volkert & Associates for an increase of no more than $80,291 to
update the environmental study for the Frederick Road widening project, according to documents provided by the city.

The Federal Highway Administration requires the updated study to ensure the city retains federal funds for the road-widening project after a raised median was taken out of the original design plans, Opelika City Engineer Walter Dorsey said.

The Opelika City Council will have a work session at 6:30 p.m., immediately followed by its regular meeting at 7 p.m. Both will be held tonight in the council chambers at City Hall, 204 S. 7th St., and are open to the public.

Members of the public are able to speak for up to five minutes each during the citizens’ communication portion of the regular meeting.
