Commission recommends rezoning of Capps Farm

The Opelika Planning Commission voted unanimously Tuesday to issue a positive recommendation to the city council for a rezoning request by the developers of The Shoppes at Capps Farm.

During their regular meeting, planning commissioners agreed to recommend that the city council approve plans for The Shoppes at Capps Farm to be rezoned from a planned-unit development district to commercial office/retail and gateway corridor overlaying districts.

The 63-acre development on Gateway Drive near Interstate 85 was originally approved by the planning commission in April 2007. Since then, the developer, Capps Family Partners, has made changes to the master plan, Assistant Planning Director Marty Ogren said. “They’d like to copy what TigerTown has done,” Ogren told planning commissioners, noting that the most significant change was the removal of an open-air amphitheater. The rezoning approval is subject to the developer providing a comprehensive traffic operations study for review and approval by the Opelika Engineering Department before building begins on the site, City Engineer Walter Dorsey said.

The study should provide recommendations for traffic issues, including the need for two traffic signals on Gateway Drive and one at the intersection of Gateway Drive and Society Hill Road, Dorsey said.

Dorsey was asked by Planning Commissioner Lucinda Cannon if TigerTown was required to pay for traffic lights. “TigerTown paid for Enterprise Drive and TigerTown Parkway” traffic signals, Dorsey said.

The current master plan for The Shoppes at Capps Farm includes 13 outparcel lots, a movie theater and five anchor stores for a total of approximately 231,400 square feet.
