Valley police chief, city administrator out

Valley Mayor Arnold Leak was dismayed and slightly panicked Monday night. His city is without both a police chief and a city administrator.
The city council voted at its rescheduled regular meeting not to extend the contracts for police chief Michael Taylor and city administrator Tim Bryan, both of which expired Sunday. The council voted unanimously not to extend Taylor’s contract. The vote was split on Bryan’s contract, with Leak and council members O’Neal Shaw, Ray Edwards and Jimmy Gilson in favor of the extension. Council members Jim Jones, Dr. Elizabeth Lyons, Deborah Chambers and Henry Cooper voted against it.
Taylor has been on paid administrative leave since April 14 after the city received a claim about the mistreatment of a juvenile by police. An external investigation into that incident and another juvenile-related claim are still pending.
Leak said he voted against extending the police chief’s contract because Taylor’s operation of the department wasn’t what the city was looking for. Bryan was serving as interim chief until Sunday. Lt. Frank Montroy has been appointed acting police chief while the city searches for another.
Monday’s votes also left the city without a city administrator, a role Leak will shoulder temporarily.
“It’s a bad position to be in,” Leak said after the meeting. “Basically, we’re in a state of chaos ... I think Tim Bryan has been the best I’ve ever had the opportunity to work with. I’ve lost my right arm.”
Leak said he’s especially worried about the split in the council and how that might affect future projects. He’s going to do his best to move the city forward, he said.
“If I wake up feeling any different tomorrow, they might be looking for a new mayor, too,” he said.
Chambers said she didn’t have anything against Bryan, but she doesn’t think the city needs a city administrator.
“The city administrator was hired based on certain things, and those things are not happening right now,” Chambers said. “All the growth. Somewhere down the road, maybe a few months, a year, we may need one, but not at this time.”

tyates - I see that if someone disagrees with you, their opinions and statements must be BS in your eyes. It must be BS, because I did not rely on hand me down information, but took it straight from the horses mouths. Not everyone will like any leader whether it is working for McDonalds, Valley or the USA. As a leader, they just can’t make everyone happy. This last response of yours is by far the closest to civil yet, though still stuck on the same track. No, I am not in the back pocket or up the rears of either the Mayor or Tim Bryan. I have simply witnessed the hard work and dedication they have provided. Instead of blasting them as you have, I chose to say Thank You for your service, whether I agree with everything or not. I understand that they will make choices for the greater good of the community, even if it is not the choice I persoanlly would have made. As with my job, I believe they have all the information in order to make their decission, whereas I may only have a little of that information. They have a job most don’t want or take, and do all they can every day of the year. I’ve seen the sacrifices they make so that you can sit at home with your family each night and sleep well, even when they can’t. I don’t agree with your posting assumptions and hear-say as if facts. You’ve only wasted your time as well as the time of the rest of us reading. Anyone who doesn’t agree with you must be wrong and therefore must be lumped in with the Mayor and Tim Bryan and treated with the same disregard to make you feel better about yourself and/or your opinion. It is hardly BS to point out the obvious flaws in your statements and even in what you chose to believe. You may not agree with everything that goes on in your City Government, but sitting behind the keyboard name calling and passing along hand me down information is not going to help you succeed in getting people to see things the way you do. If anything, you’ve most likely only given people reason to doubt what you say. I’m guessing you don’t have a clue what it takes to be in their position, and what’s more, I’m guessing you would never be willing to sacrifice your time to better your communitiy the way Leak and Bryan have been doing for years.

You are good at articulating your b.s! First, I have not hatred what so ever for anyone involved in this mess. Second, have you ever considered you might be in the box? A small one at that! I have talked to my councilmember, I know why he said he voted the way he did, and he and I agree to disagree. With that said, I do believe my council memeber is in Leak’s back pocket!
I am in All Three cities that make up the Valley and Opelika & Auburn, I have never seen anything ran like the City of Valley, referring to Arnold Leak and Tim Bryan.
I for one do not believe we need a C/A, that money could be better spent else where. I also believe we need a mayor who does not whine about having to work in Auburn and run our city too… If he can’t tend to the affairs of running the city, then by all means, he needs to step asside and let someone who can do it.
You appear to be in Leak & Bryan’s back pocket so you are welcome to your uneducated/ignorant oppinions as I am to my educated and informed oppinions. I might not compose responses as well as you do, but your arguments have no substance and they hold no water.

tyates36854 - Thank you for clearing up the issue of your ignorance. You must be one of those “I hate you because my friend hates you” people. You take second hand information such as you now say was told to you by yet another indirect party and post it here as if first hand facts. You’re obviously driven by hate and/or animosity, even if not your own. In talking directly to the source of the votes against, and in reading the article above, the against votes were against continuing with the position, while one vote against appears to be over hopes for the future of the old mill. Since you were not on the committee, it is not for you to declare on their behalf why they voted as they did. That is why I would sugguest you do as I did and ask them yourself! You in particular would probably be surprised at the praise they give to JT Bryan. Not me. I know how hard he works. I know that he expects his officers to perform and behave in a manner consistant with the laws, not above them. I am not hiding, I have nothing to hide from. I am not posting lies, hear say and/or assumptions as if facts in order to add undue influence to a cause. I am not stupid enough to believe that Tim Bryan would threaten Mayor Leak in an effort to get his job back. Given the fact that Mayor Leak was not one of the votes against, he doesn’t have the power to change the outcome of the process. To me, it sounds like the Valley Police Officer you refer to, if in fact he/she exists, and if he/she said anything of the kind, might just be stiring the pot of hatred in the same way you are here. And no, Tim Bryan has no motive to manipulate the people who are on his side. Yes ignorant people fell for Adold Hitlers schemes and lies, as well as some very inteligent people. Same holds true for Obama, though I hope and pray the two are nothing alike. You can’t please all the people all the time. There are always the ones who live to see chaos where there should be peace. There are always those who have a need to interject their negativity into the matter with lies, half truths, and uneducated assumptions. There are always the people who will never agree to the point of saying the sky is green, all to provoke a fight. Which are you? Step outside of the little box you’re in and ask yourself what it is you know because you have persoanl evidence as to the facts, and how much you know because your friend said so.

The vote was 4 AGAINST Tim “Barney Fyffe” Bryan and Taylor. And yes, Bryan has motive to manipulate Leak…

Tyates36854 – How dare I question your intellect? It’s not only easy to question your intellect but I also question your ignorance of facts. You talk as if you know Tim Bryan and have some inside view as to what is going on or what has been said when you hide behind a blog and post what I suspect to be speculation if not blatant lies and slanderous comments. One thing I am certain of is that your claim as to threats to get his job back are without merit, leaving me to question everything else you have to say on the matter! Your comments reek of someone who holds a personal grudge. Did you work for the City at some point and get fired because you couldn’t measure up to the job? Or maybe you were turned away and your ego was bruised? The one thing I know about Leak and Bryan is how hard they have worked to ensure the future of Valley and their dedication to all of the citizens there. As for a reason not to immediately move forward to hire a new CA, think for only a moment, if it won’t hurt you too much. Your argument below supports Chambers position that Valley doesn’t need a CA. The fact that hers and others votes were not against Bryan but against the need for a CA at this time indicates that an attempt to hire a new CA would not be needed, even though other cities the size of Valley employ City Administrators. Bryan was not voted out by the City Council! The vote of 4 for and 4 against only kept the city from renewing his contract. Since the Council members are expected to represent the citizens, I certainly hope that any speculation that any one of them voted against because of personal views will be questioned and will not be tolerated by the citizens. As citizens of Valley, you and the Council members should be thankful that you’ve had someone like Tim Bryan demanding only the best for your city! The fact that he stands his ground and demands professionalism and the strongest work ethics from his staff and Police Officers should be seen as a benefit to Valley.

sounds like you are up Leak & Bryan’s rear end’s so far that you can see the backside of their teeth! How dare you question my intelect, you appear to have your head burried in the sand! Leak and Bryan Both are liars and crooked to say the least. And as ole Timmy said “it ain’t over” Leak’s refusing to go forward with a new CA because Bryan is telling Leak if He does not get him his job back then Bryan will spill the beans on him (Leak). So wake up and smell the roses and look at the work that Leak and Bryan were never doing as they should have been. Bryan should be brought up on charges for using city equipment for his personal use! Leak should resign for hiring Bryan a second time and because he does not have the time to be a real mayor like Valley needs!

Your post is straight to the point and accurate. Yes, the voters in Valley voted their opinion when they re-elected Mayor Arnold. This is another one of those cases where a vocal minority, none of which has done even one useful thing to benefit Valley cries and cries.
I’d be willing to bet Mayor Leak wished he hadn’t run for office again considering all the whinners comments.

I’d also like to know your qualifications in deciding what is needed at the city management level, before I’m willing to give credit to your opinion. Mayor Leak and James Bryan have sacrificed their personal time and dedicated themselves to the City of Valley. I find it humorous when people with a grudge are the ones willing to voice their “JOKE” comments and demand others step aside when the majority of the educated citizens have voiced their opinions at the polls in voting for Mayor Leak on multiple occasions. When you go home from work at night, provided you have a job, you have the option to sit and watch your tv for hours before turning in. A member of the City Staff at the level of Mayor, City Manager or Chief of Police stay on the job 24/7, even while on vacation. How many calls do you have to handle for your job while on your personal time, again assuming you have a job! It is a sacrifice they give to represent all of the citizens of Valley, including ignorant low lifes and disgruntled ex-employees. Sorry if the shoe fits, not my fault. You should be thankful that anyone is willing to bust their buns to make sure you have a high horse to sit on! If you don’t like what they’re doing, don’t whine about it here, run for office and start sacrificing your life for people like you to throw stones at!
I can see that the Valley is a lot like the movice Gostbusters because there is lot of strange things going on like when they had to let (2) part time employees go and a few weeks later they layed off (8) full time employees and about 2 or 3 weeks later they brought back a part time employee which at the time they did"t not need and also there is something strange when the sweeper truck is cleaning a car lot and I won"t call the name However its close by and why would the city clean that lot and not clean other lots that pay a lot more taxes like Wal-Mart also when the rail was tore down in front on Langdale School who were the people working on that the school is a county school and not a city school and what happen to the (2) travel trailer that were park at public works because I only seen (1) late’ly and who was that person that drives the company vehicle ever were they went and the city was paying for it? SOMETHING STRANGE GOING ON IN VALLEY,ALABAMA
After hearing Mayor Arnold Leak’s comments on WCJM this morning, the only sensible thing he said was he was considering town meetings to get the citizens input on the direction Valley should go in now. Otherwise he did not sound like a leader…
